“'So Joshua chose the cities of refuge for the people of Israel. The cities were Kedesh in Galilee in the mountains of Naphtali, Shechem in the mountains of Ephraim, and Kiriath Arba. (This is Hebron.) These were in the mountains of Judah.'”
