Arbela is an ancient city mentioned in the Bible, located in the region of Galilee in modern-day Israel. Known today as Horbat Arbel.

Biblical History

Arbela does not appear by name in the canonical Old or New Testament text, but it features in the deuterocanonical First Book of Maccabees (9:2) and in the writings of Josephus as a significant site in Galilee. In 1 Maccabees, the Seleucid general Bacchides marched through the region of Arbela in Galilee, a reference that presupposes a settled community in the cliff-cave complex above the Wadi Hamam west of the Sea of Galilee. The caves of Arbel became infamous as a site where Jewish resistance fighters took refuge and where Herod the Great conducted a brutal suppression campaign circa 38 BCE, deploying soldiers in suspended cages to dislodge defenders hiding in the cliffside caves (Josephus, Antiquities 14.15.4–5). The area lies near Magdala and the plain of Gennesaret, regions closely associated with Jesus's Galilean ministry, though Arbela itself is not named in the Gospels. The dramatic landscape of the Arbel cliffs, overlooking the Sea of Galilee, formed part of the geographical and cultural world of early first-century Judaism.

Archaeological & Historical Notes

Horbat Arbel is located on the heights above the Wadi Hamam (Valley of the Doves) in the lower Galilee, commanding sweeping views of the Sea of Galilee and the Golan. Excavations and surveys at the site have revealed remains from the Hellenistic, Roman, and Byzantine periods, including a substantial synagogue from the late Roman or early Byzantine era featuring decorated mosaic floors and architectural stone carvings. The natural cave complex in the Arbel cliffs has been confirmed through survey as having been inhabited and defended in antiquity. The site is now protected within Arbel National Park and Nature Reserve, making it accessible to hikers and pilgrims who walk the ancient paths of Galilee.
