Hepher is an ancient city mentioned in the Old Testament, located in the region of Galilee in modern-day Israel. Known today as Tell el Muhaffar. It appears across 2 verses in Scripture.

Biblical History

Hepher appears in Scripture as a royal Canaanite city conquered by Joshua and as a district town under Solomon's administrative organization of Israel. Joshua 12:17 lists the king of Hepher among the thirty-one Canaanite kings defeated during the conquest, placing it among the lowland cities of the Shephelah and coastal plain. More significantly, 1 Kings 4:10 identifies Hepher as part of the district of Ben-hesed, one of Solomon's twelve administrative districts responsible for supplying provisions to the royal court one month each year. The district encompassed Socoh, Hepher, and the whole land of Hepher, suggesting Hepher functioned as a regional center in the Carmel foothills or Sharon plain. The connection to the clan of Hepher in Manasseh (Numbers 26:32; Joshua 17:2–3) and the daughters of Zelophehad who inherited in this region adds a patrimonial dimension to the city's significance. Hepher's role in Solomon's provisioning system reflects the sophisticated administrative structure of the united monarchy.

Archaeological & Historical Notes

Hepher is commonly identified with Tell el Muhaffar (also known as Tel Hefer), located in the Sharon plain of Israel. Excavations at the site, including work by the Israeli Antiquities Authority, have revealed Iron Age II occupation consistent with the Solomonic administrative period. The Sharon plain location fits geographically with the district described in 1 Kings 4:10. Surface surveys and excavations have uncovered pottery and architectural remains from the Iron Age, confirming habitation during the period of the Israelite monarchy. The site's position in the fertile Sharon plain would have made it a productive agricultural center capable of contributing to royal provisioning, consistent with its role in Solomon's district system.
